WASHINGTON (AP) — The United States on Tuesday formally declared the ousting of Niger's democratically-elected president a coup d'etat, more than two months after mutinous soldiers seized power. The coup designation comes with the suspension of counterterrorism assistance and military training as well as the pausing of certain foreign assistance programs worth hundreds of millions of dollars. Under U.S. law, a formal determination of a coup — the unconstitutional overthrow of a democratically elected government — typically results in a suspension of all non-humanitarian assistance, particularly military aid and cooperation, to the country concerned. The bases are a critical part of America’s overall efforts in West Africa and Niger, hosting more than 1,000 troops in the country. While a sizeable footprint remains in the country, those troops are not conducting either partnered training or counterterrorism missions, administration officials said, raising questions as to why they were staying.

After the coup, the United States paused certain foreign assistance programs for Niger and military training has been on hold. "The leaders of this attempted coup are putting Niger's security at risk, creating a potential vacuum that terrorist groups or other malign groups may exploit," the official said. The United States has been pressing for a diplomatic resolution of the crisis that erupted on July 26 when Niger military officers seized power, deposed President Mohamed Bazoum and placed him under house arrest. Military juntas have come to power through coups in Mali and Burkina Faso - both neighbors of Niger - in recent years. But so far, Paris has rejected calls by the coup leaders to withdraw their 1,500 troops.

CNN —US Ambassador Kathleen FitzGibbon arrived in Niger on Saturday, the State Department announced, taking up her post as the United States and partners continue to grapple with the military takeover in that country. “Ambassador Kathleen FitzGibbon has traveled to Niamey to lead our diplomatic mission in Niger and bolster efforts to help resolve the political crisis at this critical time. A source told CNN that one of the first things FitzGibbon intends to do is call Bazoum. Secretary of State Antony Blinken has spoken with the detained president numerous times, but Nuland was not permitted to visit him during her trip to Niamey. Nuland was also not granted a meeting with the self-proclaimed new leader of Niger, General Abdourahmane Tiani, and instead met with the self-proclaimed chief of defense, Gen. Moussa Salaou Barmou, and three colonels supporting him.

Subsequent events have severely limited flight options,” the State Department said in an updated travel advisory. “We’re working really, really hard to see if we can turn this around,” a senior State Department official said Monday. On Tuesday, however, the US Embassy in Niger asked Americans who are in the country and wish to leave to register with the US State Department. The State Department created a similar form in the midst of deadly violence in Sudan, when scores of Americans were in need of assistance to depart the country.

July 28 (Reuters) - The United States and its partners are communicating with military leaders in Niger, a State Department spokesperson said on Friday, as Washington warned a military takeover could end U.S. cooperation with the nation. Coup leaders in Niger on Friday declared General Abdourahamane Tiani as the new head of state following the seventh military takeover in West and Central Africa in less than three years. Military leaders from ECOWAS nations and international partners including the United States are in communication with a broad array of military leaders in Niger," the State Department spokesperson said. So far in fiscal year 2023, the U.S. has provided nearly $138 million in humanitarian assistance for vulnerable populations in Niger, the State Department spokesperson said. The State Department spokesperson said there was no announcement about when she would travel to Niger.

May 8 (Reuters) - Shares of PacWest Bancorp (PACW.O) jumped 39% in premarket trading on Monday and led a recovery in the battered U.S. banking sector after the lender sharply cut its quarterly dividend to shore up its finances. "Given the extreme volatility in the stock recently ... we believe this dividend reduction makes sense and can help the pace of capital building," RBC Capital Markets analysts wrote in a note. PacWest shares, which soared nearly 82% in their last trading session, were currently trading at $7.96. U.S. federal and state officials are assessing whether "market manipulation" caused the recent volatility in banking shares, Reuters reported on Thursday, citing a source familiar with the matter. Billionaire Warren Buffett, whose views are closely watched by investors, said on Saturday his conglomerate Berkshire Hathaway (BRKa.N) was cautious around the banking sector.
Constellation Brands is pouring into the streaming business. The company, which owns beer, wine and spirits brands, is forming a partnership with media company Tastemade to create a content studio and produce shows that revolve around Constellation's brands. Discovery and Walt Disney Co.Its partnership with Constellation will take a similar form. "What was exciting about this partnership is we just got kind of unprecedented access to some story hunting within Constellation Brands," said Fitzgibbon.
